Turns out, it’s a Loyalty program for Globe/ Touch Mobile users. They are running a campaign for the 4438 access number.

For every subscription you make to their unlimited service, you get a corresponding number of points which in return, you can use it to claim gadgets, discounts and other items. What’s great here is, you can share the points to your friends and loved ones.
